Health planing in India :

Health planing in India is an intergal part of of national socioeconamic planing The guidelines for maternal health planing were provided by a number of commitees. dating back Bhore commitee in 1946. These commites were appointed by the Government of India from time to time to review the existing health sulation and recommend measure for further action. A brief review of the recommendations. Of these commites, which are important landmark in the history of public health in India, is given below.

Summary of the commitees Report

Three- Tier system of Health care Delivery:
It is based on recommendations of srivastav commite report of 1975.
Primary/1st level:
1) subcenters at village level (4to 5 villag)
2) primary Health center at Block level .(25 to 30 village)
Second /2nd level:
1) Rural Hospital at Taluk/ Tehsil/ Block level
2) cottage Hospital or district hospital at District level
Tertiary /3rd lvel
1)    Medical collage or at Hospital specialist Hospital.
  Planing commission

The Government of India set up a planning in 1950 to make an assessment of the material, capital and human resources of the country, and to draft development plans for the most effective utilisation of these resources. In 1957, the planing commission was provided with a perspective planing Divison, which makes projections into the future over a period of 20to 25 years. The planing commission consists of a chairman. Deputy chairman and 5 member.The planning commission work throught 3 major divsions- programmes Advisers, general secretariat, and Technical Divison ,which are responsible for scrutinising and analysing various schemes and project to be incorporated in the five year plans. Over the years, the planning commission has also reviews from time the progress made in poilices revelent to the pursuit of rapid and balanced economic development. The planning process is now being – dicentralised towards Decentralised District by the year ‘2000’.

Health sector planning

Since ” Health “is an important contributory factor in the utilisation of manpower, the planning commission gave considerable importance to health programmes in the Five year plans. For purpose of planning. The health sector has been divied into the following sub-sector

1. Water supply and sanitation.
2. Control of communicable disease.
3. Medical education,training and research.
4.  Medical care including hospital,dispensaries and primary health Centre.
5. Public health services.
6. Family planning ; and

7. Indigenous systems of medicine.

All above sub-sector have received due consideration in the Five year plans .However the emphasis has changed from plan deepding upon the felt -needs of the people and technical considerations. To give effect to a better corrdination between the center and sate Governments, a Bureau of planning was constituted in 1965 in Ministry of health,Govt.of India. The main function of this Bureau is compilation of National Health Five year plans, The Health plan is implemented at various levels, e.g; center,state ,District, Block,and Village.
